WHAT WE DO
Departments

Registration and Licensing Department

The department is structured into two (2) divisions as follows;

  • Registration; and
  • Records

Functions

  • Registration of all Optometry Clinics and Optical Laboratories;
  • Processing of practicing licenses and registration certificates;
  • Dispatching of signed licenses and registration certificates
  • Internship / provisional registration;
  • Internship posting;
  • Full registration;
  • Revalidating the database of practitioners, clinics and institutions that are fully accredited by the board.

Planning, Research And Statistics

The Department is structured into two (2) Divisions as follows:

  • Planning and Research; and
  • Policy Analysis

FUNCTIONS

  • Serving as an institutional framework for improving the quality of policies and programme formulation and implementation;
  • Coordinating strategic planning and support budgeting process;
  • Library services;
  • Computer installation, upgrading and network, provision of internet and internet service;
  • Development and maintenance of website, internet and internet facilities and liaising with internet service provider (ISP);
  • Designing and supervising ICT literacy programme for all cadre of staff of the board;
  • Systematic storage and retrieval of all information;
  • Collecting and disseminating relevant data and information about board’s activities to stakeholders periodically;
  • Engaging in research towards strengthening the board’s functions;
  • Monitoring and evaluating performance of all board’s activities; departments, units and zonal officers;
  • Helping departments and units improve on services and processes and to contribute to strategic planning; and
  • Assisting in developing short term and long-term plans.

Administration and Finance

The Department is structured into two (2) Divisions as follows:

  • Administration;
  • Finance

FUNCTIONS

  • Staff recruitment, welfare, discipline and retirement;
  • Staff training;
  • Safe keep of staff records and files;
  • Office maintenance and day – to – day administration of the board;
  • Coordination of all personal and administrative duties of thee board;
  • Preparation of annual manpower budget of the board;
  • Organizing and coordinating the activities of other departments in terms of Human Resources needs;
  • Keeping inventory of the assets and properties of the board;
  • Distribution of stationeries, office materials and equipment;
  • Writing of receipts and lodging of both cash and drafts in the bank;
  • Processing of bank drafts;
  • Payment of staff salaries and contractors;
  • Reconciliation of accounts and other transactions;
  • Keeping and maintenance of all accounting ledgers;
  • Generation of management reports;
  • Preparation, coordination and implementation of board’s budget;
  • Payment of salaries and other related matters;
  • Preparation of income and expenditure transaction;
  • Effecting payment of contractors and other related matters; and
  • Keeping of imprest for the running of the office’s day – to – day expenses;

Education and Training

The department is structured into two (2) divisions as follows:

  • Education
  • Examination

Functions

  • Setting academic standards for training Institutions of Optometry and Dispensing Opticianry.
  • Regulating the training and recommending periodic accreditation of qualified institutions;
  • Organizing continuous professional development programmes (CPD).
  • Co-coordinating all educational and related activities of the board which include indexing, development and review of Optometry curriculum and the continuing education for all categories of Optometrists and Dispensing Opticians in the Federation;
  • Providing information to the board on all matters related to basic and post basic Optometry programmes in Nigeria;
  • Monitoring and evaluating, periodically, the existing educational requirements set by the Board for fresh candidates for various Optometrists and Dispensing Opticians educational programmes and ensuring that these requirements are in conformity with prevailing technological advancement and societal needs; and
  • Monitoring the standard of Optometry and Dispensing Opticianry education and practice in the country and ensuring that such standards compete favorably with what obtains internationally.
  • Conducting Board professional examination for graduating students of Optometry, Dispensing Opticianry and foreign trained students.

Inspection and Monitoring

The department is structured into two (2) divisions as follows;

  • Inspection; and
  • Monitoring

Functions

  • Inspection of all clinics in Nigeria;
  • Managing all information and financial standing of optical clinics in Nigeria;
  • Driving the continuing quality improvement and mentoring of optical clinics;
  • Inspection of all optical clinics owned by optometrists and dispensing opticians;
  • Sensitization visits to clinics owned by Optical laboratories to sensitize them on their responsibilities to their profession and the regulatory body;
  • Organizing periodic enlightenment through media talk shows and through signpost publicity e.g 2020 vision corridor;
  • Evolving control measures to check the infiltration of quacks into the Optometry and Dispensing Opticians profession; and
  • Monitoring interns during their internship programme.

The Optometrist and Dispensing Opticians Registration Board of Nigeria (ODORBN) is the body statutorily empowered by an Act of Parliament (cap 09 Laws of the Federation of Nigeria 2004, formerly known as Decree No. 34 of December, 1989) to regulate the practice of the professions of Optometry and dispensing Opticianry In Nigeria.
